Check the 'Release Notes for Cisco VPN Client, Release 3.0'. There are several open caveats which may be relevent, in particular CSCds65138 and CSCdt23662.
Make sure, (1) that the user uses domain user logon. (2) your network's WIN server ip address appears on the ppp adaptor if it is dialup VPN and the PC is running Win98.
