John,

It's not that your router can't route to x.x.x.254, just that the gateway
(x.x.x.254) has no idea where your internal network is (192.168.0.x/24), so
won't route back to it.
You need to perform NAT on your router so that as far as the ISP is
concerned all your addresses are in the same /24 range which they have
issued you.
