rommon ? flash upgrade [7:33928]

I just bought 16MB Flash for a 2600 router and I install it and power the router on, but it never boots. I tried it in another router and get the same thing. Do I need to upgrade the Boot ROM or bootstrap? ROM: System Bootstrap, Version 11.3(2)XA4, RELEASE SOFTWARE (fc1) Thanks. Message Post
