spanning tree question.. about diameter [7:1331]

Hi.. I read CISCO BCMSN book.. it said that modifying the spanning tree dia (network diameter) will correcly modify the timer (eg Max age, hello, forward delay). But I don't understand how "dia" can modify it? Based on what conditions? >From the show spantree output as shown below from 2900..a
