It's looking like it somehow might be related to that. For a test, we
set the mtu on the toro-router2's interfaces back to 1500 from 9216.
After that was done, the sessions to the vanc routers both came up!

You need to allow vlan 402 as well as vlan 498.
You should also be able to use the 'switchport voice vlan' command without the
switchport trunk commands.

When i mirrored the traffic between these 2 devices using SPAN i see many
EIGRP packets and CFM frames going from the
