there are only 1M labels, because its a 20-bit value. This is a protocol
limitation, you cannot go further with MPLS.
Means you cannot and should not assign a label per global ipv4 prefix, because
you are going to run out of labels eventually. Use per-vrf or per-ce label
instead.

lanbase-routing - Supports configuring unicast routes for static
routing on SVIs.
I had same experience: problems on loaded switches when trying to use
lanbase-routing, cleared up going back to lanbase-default.
