it runs line rate when using only 4 of the 8 ports? Usually this means using
certain ports (like 1,3,5,7) and sometimes can be protected by turning off

site seems intentionally vague- it speaks only of 'bandwidth points' and that
the PA-GE interface offers high capacity.
I don't think you can have the inspect and fixup in the same config. I believe
the inspection policies replace the fixup commands in the 7.x+ code.
