No you can reuse your virtual templates for all customers, vrf or internet. See
below config for BRAS and av-pairs required on AAA server.
You might not want to use DHCP for IP assignment and just use AAA as it will be
cleaner.
I also found that you will have more flexibility using aaa
I am assuming you need to give a central service (NMS, VOIP) to customer
your VRFs.

Thanks for the input but I'm not to worried about which BRAS the client
logs into, the one that responds first would be fine.
What I really need to know is how to assign static IPs to clients if
they log into either BRAS when both BRASs have a different network range
on their loopbacks.

I have a 7609 with a WS-X6748-GE-TX. When I show the port capabilities I
can see rx-(1q8t), tx-(1p3q8t)
If I show queueing on an interface I see all the WRED and WRR queue
configuration.
This is great, I can make changes and view changes.
I also have an ES20 and ES20+ line card in the
approximately 75% of the loop bandwidth due to the queue depths we had
configured on our service policies prior to these changes.
