Probably a mucked up distribute/filter/prefix list. Check 'show ip prefix-list
detail' and 'show ip access-list'. It's also possible that the peers don't
support route refresh. Can check this with 'show ip bgp neighbor'.

The benefit/cost ratio is low. You aren't saving much be eliminating DR/BDR
election, and it's just one more unnecessary tweak to keep track of. IMHO.
