Yes, mac is per-vlan, but that's not a problem because the mac lookup happens within that vlan. For example, on the 6k all SVIs share a mac, but that's okay because each interface is the only MAC in that vlan (unless you are using a physical loopback to a VRF, then you need to manually set the MAC
