No. no ac's are active (up). There are 2 configured ac pw's in bridge
domain, but they are both down, and bvi remains up why ?

Are there any attachment circuits active in the bridge-domain?
The BVI is supposed to stay up only if there is any active bridge port being it
an AC or PW.
And the line protocol is up when BD is up and the IP is not in conflict.

I would like the BVI interface to go down down when there are no underlying
layer 2 connections to be serviced.
This was the way ios switches have always operated. not sure why
