You have 3 Call Handlers in this kind of setup usually. One that does the
time of day check then a separate open call handler and separate closed
call handler.
Only set a schedule on the time of day call handler and have open greeting
play nothing then send call to open call handler. For closed
Call Transfer Rules can be assigned different behavior (Edit > Transfer Rules)
. They should follow the schedule that you assigned to the CH in the CH basics
config page.

Scenario is : ITSP --> CUBE --> CUCM --> IP Phone
I can see the call going to the IP Phone with 401 Authorization and then
with Re-Invite it is ringing and 200 OK but I am not hearing any ringing
and the device is also not ringing.
