There should be no need to restart the VMs.
It should have said that the uploaded successfully and you should see the
updated license counts on the display licenses page.
If not I’d look and verify that the License MAC in the .lic matches the machine
License MAC.

Is anyone running ESXi v7.0u3? We're running our UC applications on spec
based HP blades and we're looking to upgrade the ESXi but the Cisco matrix
lists a smattering of support for 7.0 and 7.0u1.
