working on filling an exciting new opportunity for  *Data Architect/DBA *that
will be based at *Providence, RI*





*Title: **Data Architect/DBA*

*Duration: 12 months*

*Location Providence, RI*

 USC and Green Card



·         The DBA will assist internal staff in the design and development
of a new APA Rules and Regulations database application and new Lobby
Tracker application.

·         The DBA will be responsible for participating in user, SME
(Subject Matter Experts), and Product Owner discussions.  The DBA will
assist in capturing and translating requirements for the applications and
with his or her experience lead the design of a database system that will
be flexible and extensible for future changes while being able to scale to
a multi-terabyte mixed-media data store.

·         The DBA will work onsite alongside Senior and Junior Software
Developers, the Data Systems Manager, and the Senior Network Engineer to
ensure the developed solutions fits within the existing and future
architecture constraints.

·         The DBA will report to the RI-SOS Chief Innovation Officer |
Director of IT (CINO).

·         The DBA will have 2 months to develop a database solution for the
new Lobby Tracker system and 12 months to develop (in parallel) a database
solution for the new APA Rules and Regulations system.  The DBA may be
asked to participate peripherally on other projects as directed by the
CINO.



The purpose of this solicitation is to hire an experienced data architect
(DBA) who will design, model, and implement a database solution for the
LobbyTracker system and the Rules and Regulations system.



The DBA will have the following responsibilities:



·         Architect and develop new database schema to support the
development of new application development

·         Leads the development and implementation of the logical data
model and physical data design utilizing data architecture and modeling
standards.

·         Assist in the testing of developed applications (identifying use
cases and edge cases, assisting in batch testing and load testing)

·         Recommend hardware and/or PaaS (Platform as a Service) providers
for database systems

·         Minor system administration (Windows and selected PaaS)

·         Assist in troubleshooting (connections, queries, through-put
limits)

·         Assist in enterprise architecture discussions and decision making
to support desired database infrastructure



Scope: Vendor is to provide an experienced DBA to RI-SOS development team.
Vendor is expected to provide a data architect onsite for the duration of
approximately 12 months (not to exceed 1,820 hours), unless the project
implementation is delayed significantly.  If delayed and additional time is
needed, the vendor will be notified and details determined at that time.



·         Vendor is to provide a Data Architect/DBA with the following
skill set:

·         &#8226 8+ years of database (DBA) experience with 4+ years of
experience with Microsoft SQL

·         Server 2008 (or newer) o SQL and SQL server database objects o
Query Optimization o Data migration (From/To XML, CSV, other database) o
Recommending and deploying database backup solutions

·         &#8226 Demonstrated experience in developing, designing, and
implementing databases supporting web-based applications including: o High
availability

·         oAuthentication with multi-level permissions

·         oEncryption/decryption schemes        o         Replication

·         oStored procedures and triggers           o        Images and/or
video

·         oDocument schema and meta data      o        Production of ERDs

·         &#8226 Demonstrated ability to be a team player including:

·         Change management

·         Ability to shift tasks as requirements/demands change

·         Ability to coach junior team members

·         Ability to recognize and meet deadlines and milestones

·         Excellent verbal/written communication skills with both business
and technology staff; Comfortable initiating conversations with peers
within the organization, as well as the ability to translate business
issues and requirements into technical solutions

·         &#8226 Bachelors or advanced degree in computer science,
engineering or related field

·         Addition skills are highly desired and will increase the chance
of selection:

·         &#8226 Experience with digital signatures

·         &#8226 Experience suggesting and providing reporting tools

·         &#8226 Experience with Amazon Web Services or other PaaS

·         &#8226 Experience with Linux

·         &#8226 Experience with MySQL



Deliverables:

·         Documented database schema including stored procedures, indexes,
and keys in an ERD or other agreed upon (by RI-SOS staff) diagram model,
for the Lobby Tracker application within 2 months of start.

·         Implemented approved schema for the Lobby Tracker application
within 2 months of start in a test environment

·         Implemented approved schema for the Lobby Tracker application no
later than December 1, 2016 in a production environment.

·         Documented database schema including stored procedures, indexes,
and keys in an ERD or other agreed upon (by RI-SOS staff) diagram model,
for the Rules and Regulations application within 7 months of start.

·         Implemented approved schema for the Rules and Regulations
application within 8 months of start in a test environment

·         Document detailing researched and suggested state-approved PaaS
(Platform as a Service such as Amazon AWS) or hardware infrastructure for
long-term (5+ years) support of implemented Rules and Regulations database
within 9 months of start including:

o    Cost-benefit analysis

o    Technical support considerations

o    Migrations options

·         Implemented approved schema for the Rules and Regulations
application within 11 months of start in a production environment

·         Support deployed database environments and management of change
requests through end of contact

·         Coach and educate RI-SOS staff to the satisfaction of the RI-SOS
to assume management and support through end of contact

·         Participate in other tasks as directed by the CINO

·         Bi-weekly (every 2 weeks) written status stating:

o    Primary objectives completed since the last status report

o    Remaining immediate objectives and milestones

o    Confidence level to hit due dates and milestones

·         Bottlenecks or impediments that may prevent milestones from being
reached
