The Office of the Comptroller, an independent agency within the Executive
Branch, role is to work with Commonwealth fiscal officers in over 150
Departments to ensure the integrity, accountability and efficiency of the
Commonwealth's fiscal operations, communicate accurate and timely financial
information. The Controllers office day-to-day activities, as well as long
term initiatives, are closely coordinated with other Central Service
Agencies, cabinet secretariats and constitutional offices. These activities
include: payables management (vendor registration, contract management,
payments and tax reporting); receivable management (automated billing and
settlement, debt collection, intercept, revenue maximization and
optimization); payroll management for Commonwealth employees (including
payroll deductions and tax withholding and reporting); accounting and
report management for all Commonwealth assets, liabilities, revenues and
expenditures; and communication and training for Commonwealth fiscal
officers and users of the state accounting system.

The Office of the Comptroller is evaluating approach and scope for
integrating the Vendor Self Service (VSS) module into the Commonwealth’s
current financial management system, MMARS, based on CGI’s Advantage
Financial. The Comptroller’s Office engaged CGI perform requirements
analysis, document gaps, and provide approach and level of efforts for a
VSS implementation.  The Office of the Comptroller seeks one senior
business analyst to support requirements gathering, gap analysis and
closely tracks the project’s progress and provides weekly status updates to
the project sponsors.





Duties

Specific duties of this position will include the following:

•             Learn the business processes.  Understand and document the
actors, the desired outcomes of the business process(es), and the specific
business requirements.

•             Work with staff to record requirements.

•             Identify and specify data requirements to support a vendor
self service module – and dependencies on external data sources.  Develop
an approach and schedule for testing of data requirements.

•             Write use cases, business rules, and other artifacts such as
swim lane diagrams, activity flow diagrams and wire frame diagrams to
effectively articulate and represent business processes, desired outcomes,
and requirements.

•             Recognize that there are multiple audiences (project
sponsors, business owner, development and operations and support team) and
customize artifacts as appropriate to maximize understanding and throughput.

•             Update all artifacts as requirements evolve or change.

•             Work closely with development team to ensure that
requirements are implemented appropriately - also to ensure that coding
changes are fully understood so Subject Matter Experts can perform
effective positive and negative testing

•             Specify the security requirements and definitions for all
actors and system objects.

•             Write test cases. Execute test cases and test system.  Report
testing results.

•             Troubleshoot issues identified through testing, particularly
Performance Testing, Security Testing and User Acceptance Testing (UAT),
including performing an initial assessment of the problem, identifying
causes and possible solutions, and triaging the problem appropriately (i.e.
determining if it’s a system problem, user misunderstanding, procedural
clarification, or a system enhancement).

•             Provide status/project updates to OSC manager on a
daily/weekly basis.

Qualifications

•             7 years of experience developing Business Requirements
Documents and Functional specifications.

•             3 years of experience overseeing project plans and producing
project status reports

•             Proven track record working on medium to large-scale projects
with a diverse group of stakeholders and of leading cross-functional teams.

•             Excellent communication, organization, interpersonal and
writing skills.

•             Demonstrated ability to work independently, take initiative
and be attentive to detail.

•             Experience creating project documentation such as project
plans, requirements documents, user and technical documentation.

•             Experience facilitating requirements analysis sessions with
diverse stakeholder groups.

•             Experience documenting use cases and business process
diagrams and models.

•             Experience writing test cases and conducting testing.

•             Preferred, experience working with Requirement Management
Tools, particularly Rational Jazz.

•             Preferred, experience working with State and or federal
government

•             Preferred, knowledge of Commonwealth procurement, IT project
management guidelines and methodology a plus

Education

•             At a minimum, a Bachelor’s degree with a major in the field
of computer science, information science,  public administration, or public
policy
