Yup we noticed the same problem here. Updates have become quite inconsistent.

hours apart instead of the usual four and 22214 & 22215 appear to not have made
any changes with eight hour intervals.

No, but you can get the latest code from github.com/vrtadmin/clamav-devel.
There you will find clamscan --block-max. Clamd BlockMax and documentation
is coming soon.
