and these apps are controlled by different user/groups and this

While reading deep into the source files and readme's, I came across
some information that had me examining the build process.

I installed GNU MP but forgot to rebuild clamav, did a fresh
'./configure --prefix=/usr --mandir=/usr/share/man --sysconfdir=/etc;
make; make install' and it corrected the issue.
