Adopt-Your-Cattle Change - Scope?

Wondering about the Adopt-Your-Cattle change, what is the scope of that? Turning a cattle into a pet is mostly about different processes on the user side, what do we have to do with it? gholms suggested on IRC that cloud-init might possibly get into the way of pets - but if the cattle didn't have
