Can you have a look at these cloud-init logs? [1]
I still don't know how cloud-init works, but as far I can see, it try
to contact some URLs in order to get some data, and this task lead to
a slow down of the boot process.

As far as I can see Fedora-Cloud-Base-29-1.2.x86_64.raw.xz doesn't
contain an EFI System but only an ext4 partition.
Please consider that I am really noob with containers, images and
cloud
