Don't know if you're aware or not (I wasn't for a long time) but Windows 10
has a CLI ssh client that runs in a CMD shell and works pretty much like
the Linux client.
It doesn't need PPK keys either from memory.

I have created an EC2 instance on AWS using the official Fedora 31 cloud

I installed cockpit and opened port 9090 in the security group.
