This one is tied into: CLOUDSTACK-450

Currently our System VMs are a Debian based template which are pretty big.

If we abstract the way we talk to the System VM by adding an API it shouldn't 
matter anymore which distro or OS will be running in there.

Some users might want to use a different distribution or build their own 
homebrew System VM as long as they implement the API.

Most System VM tasks can be done in Read-Only mode as well, the filesystem of 
the System VM doesn't need to be R/W, which would make them more robust.

In the end a System VM shouldn't have to be bigger then something like 50MB 
when stripped down.

This issue is here to raise awareness that this has to be addressed at some 
point.
