I fixed exactly this issue. It existed in 3.0.x branch only, should work
fine in asf/master build.

If no domain is assigned when the disk offering is created, then no domain info
will be associated with the particular disk offering.
Somehow this needs to be better explained in the API docs.

Short answer is yes. There's lots of explanations out on the interwebs on why
it happens so I won't go in to that here, but to fix, you have to turn off ntpd
and then run the previous mentioned date commands to set the time then start
ntpd back up.
