There is an expunging timeout in global configuration, which controls how long
the VM will stay in expunging state. If timeout, VM will be marked as removed
in the database, thus won't show on the UI. By default, the timeout is one day.

The template download is actually happened inside secondary storage vm.
You can login into secondary storage vm, through console proxy, user name:
root, password: 6m1ll10n. Then try wget the url you are using.

There isn't much there in that regard. Nothing that explains the relationship
between network offerings, what isolated or shared networks are, when they are
required, and what the difference between them are. They are mentioned briefly
in the admin guide but nothing that really describes them
Where and how are you failing Vipin? Have you checked the cloudstack logs
to see what type of failure you're getting?

You need Advanced Setup. Then you can setup Primary Storage as
SharedMountPoint and point it to, for example, /export/primary. Then, on
each Host you mount MooseFS storage to /export/primary and thats all.
Secondary storage cannot be mounted as shared mount point.
