I don't think that there is to much relation with developper or user. I am developper and I am building the same the configured project 100 times a day. I could not imagine something more annoying as seeing all the verbose messages for every compilation which would in fact distract me from the warnings in the compilation itself! I'd say make VERBOSE=1 is useful only as long as I debug the configuration.
