Backwashing was a great idea. I put a cone shaped nozzle with a built in ball valve on the hose and rag wrapped it then flushed the intake from the strainer. It seems fine. Then I pulled the hose off the front of the heat exchanger and water came out when I ran the engine. Next, I put the hose on the intake to the exchanger...it backed up even after a shut off the water.
My conclusion - the issue is either the heat exchanger or the riser. Pulling the hose off the riser. It was replaced About 500 hours ago but I guess that may need to be done again. If that’s the issue, I’m going to stainless.
