Stus-List Electric winch driver

When I was at Block Island for the Rendezvous, I noticed that some people had electric right angle drills for grinding winches.  Where do you get the chuck fitting for such a device?  How much power do you need- ie. do you need a drill with a torque adjustment or will any 12-24V drill provide enoug
