That's where combustion gasses that accumulate in the crankcase/valve cover get drawn off. Modern cars have a system installed to maintain a slightly positive crankcase case pressure. The pressure regulated the PCV which throttles the amount of backpressure before sending those gasses to the vacu

Hello all, I have a 1994 C&C 37/40+ with a Yanmar 3JH2E engine.  Interestingly, in the breather vent line leading to the air filter, there is a fitting with a hole in it that pretty clearly was intentionally installed, and even looks factory fitted. You can see it here:  Breather Vent Tube.jpg T
