Hi all

I talked with my USDA counterparts about the proper way to request
access to Highway 85/Weld CR 114 southeast corner property--a
traditional Chestnut-collared Longspur location ... usually seen by
walking to windmill in the distance.

Here's the instructions I received:

1. It is trespassing without a revocable permit on record and
displayed in your vehicle
2. A revocable permit can be written for any length of time up to 5
years, but can be extended every 5 years (I'm going to request Apr-Oct
and renew in March each year)
3. The permit is only good for the requester unless you specify
something like (in my case) "Gary Lefko (Leader) and Colorado Birder
members"
4. Include in your request your complete address and "... a paragraph
on what you’re going to be doing where, when, why, and whoever might
be involved and email it to Agriculture Research Service -
ann.heck...@ars.usda.gov
5.  Approval process "Then ARS will work up the form and another form;
requestor will need to sign both of them and return them to ARS.  Then
ARS submit for approval and if there are no requested changes, ARS
sends you a copy of the final version.  Requestor will need to place
this on the dashboard of their vehicle, clearly visible, whenever
requestor and guests are on-site
