There are both supported and private APIs to get this kind of data.
In Mac OS X 10.6 and later, check the CoreWLAN.framework.

Is there any API to detect the WIFI/CELL Signal strength. I could not
find any resource from Google other than Field Test utility to display
the cell signal strength.

You should be basing this assessment on the connection to your streaming
server, not the general Wi-Fi or 3G
