I'm not familiar with VITAL, but if it is indeed based on Fedora (I'm assuming
Fedora 3), then there are some tools for migrating:

and particularly if you're interested in migrating to Hydra:
Vital is based on Fedora and therefore will have a web API that exposes
everything one could need to perform a migration.
