Sanctions, block in IRC? That would require mods or chanserv, right? Temporary ban from mailing list? I think it should be a rotating group of 10 people who vote on this, randomly picked (everyone gets a number and a program picks 10?) to eliminate politics of any sort, of course 10 is arbitrary.
