u2.10.11.02 allow max 29 bans but it says MAXBANS=30 on the 005 numeric.

Why not run a bot with a insecure proxy scanner and a voice system? Then
users banned or with insecure proxies won't get voiced and can't flood.
Offcourse a voice system won't help join floods, but join flood protection
can be added for that.

crypt password in ircd/crypt/. Type cd ircd/crypt , make, then ./mkpasswd
