You need to use constraints and install pendulum 2 instead of pendulum 3. We
do not have [support of pendulum 3
yet](https://github.com/apache/airflow/pull/36281).

I've been experiencing a similar issue, can you check which version of
`pendulum` is being installed?
I use Airflow 2.3.1 and I see it asks for `pendulum>=2.0`
