Summary: SSTable Columns accumulate forever

When merging multiple sstables together, we assume the union of all columns
will be present in the output. This will slowly pollute storage efficiency
after each dropped column from the schema, as it becomes impossible for rows to
store the whole set of columns (and may necessitate larger bit sets over time)
