However this operator has never been supported in WHERE clauses, and I don't see any plans to making it supported. The confusion compounds when you notice that the text does refer in a few places to "non-equal" or "inequality" operators - but those refer to operators like "<=" which are allowed in certain places and not others - not to "!=" which isn't allowed anywhere. So "!=" should not be listed at all.
