It should be possible to report the total number of sstables in buckets by
using a JMX call {{getSSTableCountPerTWCSBucket()}}, similarly to
{{getSSTableCountPerLevel()}}. This will help us to assert the compaction
strategy is able to keep up with major compactions on older time buckets.
