Some, (Tomcat and HTTPD for example) have a link to a dedicated "submitting bugs" type page. bq. You seem to have everything else, why not JIRA? The front-page is very much geared toward high-level description, and ends (content nearer the bottom) with links for learning more. I can't really see a way of wedging a link to the bug tracker in there that doesn't seem out of context. What we do have (on every page) is the "Contribute" link (links to http://wiki.apache.org/cassandra/HowToContribute) which could do with some work, including making earlier/more prominent mention of the issue tracker.
