The development tools of a browser are independent of the web applications they are intended to help debug, or at least they are supposed to be. If a particular debugger does not work well with a particular application, that is definitely a limitation or bug within that debugger, not within the application it is debugging. It could certainly be argued that the bug here is the multiple requests for {{app.css}}, but as it's the browser which initiates and makes these requests and not Guacamole itself, all aspects of this issue are well outside Guacamole's domain.
