   I resolved the issue by adding the following steps.
   
   ```
   # OpenBLAS
   RUN cd ~ && \
   git clone --recursive -b v0.2.20 https://github.com/xianyi/OpenBLAS.git && \
   cd OpenBLAS && \
   export HOSTCC="gcc" && \
   export TARGET="ARMV7" && \
   make -j8 &&\
   sudo make PREFIX=${CROSS_ROOT} install
   
   ENV OpenBLAS_HOME=${CROSS_ROOT}
   ENV OpenBLAS_DIR=${CROSS_ROOT}
   ```
