Realized I hadn't tried with an absolute minimal file. So
 * unzip NB, clean userdir, start NB, no import
 * open javaApp with one source file (just created from 11.2)
 * accept javafx, nb-javac install
 * project "(broken)"
 * "resolve problems...", get "Would also need to enable..." message as above.

Close/open of project didn't fix the problem.

Close/open of Netbeans fixed the problem. (not sure why a little different from 
initial test; worse than initial test, but still minor)
