In SecurityUtil.openSecureHttpConnection, we first check
{{UserGroupInformation.isSecurityEnabled()}}. However, this only checks the
kerberos config, which is independent of {{hadoop.ssl.enabled}}. Instead, we
should check {{HttpConfig.isSecure()}}.
