Here's some analysis:

These four classes are what I'm working from right now.  Base64.java in
[codec] started out in HttpClient. XML-RPC also took the same Base64 source
and it looks like XML-RPC has given Base64 the most attention over the last
few months, fixing bugs, etc.

I propose that [codec] take the Base64 class from the XML-RPC group, as it
looks to be the most definitive in the group below.  We'll present this
interface to the world, and deal with requests to change the interface as
they come in - initially, I'd lke to get this to work for the HttpClient
team.  If there are no objections in the next day or so, I'll make this
happen.

Excluding files in the Attic, or unit tests, we've got about 35 classes
ASF-wide dealing with Base64.  I think that to minimize the scope of this
task, we should first focus on the needs of Jakarta.  In the future this
looks like something that could be in Apache Commons.  There is clearly a
need for base64 encoding via a method, and via a Stream or Reader.  

>From my perspective, it isn't necessarily the goal of [codec] to create a
slick reusable model to support pluggable encoders and decoders - as we
currently have this for our language encoders.  For Base64, I think it is a
priority to settle on a definitive implementation to reduce the amount of
duplication across subproject and PMC boundaries.
