something like Nabble.
This way we will not separate forum and mailing list users. If someone
likes forum - he will have a possibility to post on a forum, and m-l
users will receive an e-mail and vice versa.

it. Mail gets sent once. The advantage of a forum is that you can
edit, merge, move and delete things.
