Help my Color Classic wont startup.

Can anyone please help I went to start up my CC as I want to do the 575 MB upgrade. And all I get is the green light in front flashes and goes out no chime no video. Itested the pram battery and it is 3.66 good. but swapped it with a brand new one and still get the same thing. Any suggestions would
