[compiz] Fragment interface not working on Intel graphics hardware

Ever since compiz 0.3.6, the fragment interface does not seem to be working. The plugins water and Blur pick up the GL_ARB_fragment_program and load OK but there appears to be no blur effect underneath the wave. Blur makes everything slow when activated but nothing seems to be blurred. Another Int
