So just FYI, this is actually 3 bugs in one:
The first was only really happening internally, and that was when we
were not tracking menus since they were override-redirect sometimes.
That is now fixed, and will be pushed along with the fix for crashing
flash in chromium and the crashing gnome-pane
Changed affected package to Compiz.
I was going to close this bug, but changing keeping this live and re-
assigning seems more appropriate.

because the idea was to allow people to move and resize windows while
being able to slightly see through them to be able to see content in
other windows while making a move.

Previous to current update the plugin worked fine, both in Desktop > unity and
Classic > panel
Now the 'scroll on desktop' only works when a window is open on the workspace
