I'm pretty sure this is a FGLRX related issue because I only started having this issue after installing a Radeon 6870, and therefore switching to the FGLRX driver. I previously used Natty with an NVidia 9600 GT and the Nvidia binary from the website with mipmapping enabled, with no problems.
