I confirm this as it happens to me quite a lot!
But in my case, if any application is in fullscreen mode (e.g. skype,
QtCreator, Android Studio...) and if I try to switch between wrkspaces
by ctrl-alt-arrow keys, compiz cpu utilization goes to 100% and there is
no escape from it! only solution is
I have the same issue. I am on Ubuntu 14.04 64, Unity
When any application is in fullscreen mode (let it be skype,

ctrl+alt+arrows, compiz crashes and the cpu load goes to 100%
Restarting lightdm does not solve it...only solution is

Being 'Always On Top' is about being visible, not having the focus. (In
fact, we usually use this feature when we want the window to be visible
when it does NOT have the focus.) Therefore I definitely think this is a
bug, not a feature.

i am having this bug in 2015 on ubuntu 14.
i switch workspace to a space with several windows open, but focus stays
in the windows in the old workspace.
