I logged into ssh and ran dpkg --configure -a before reboot and my
upgrade was successful. Unfortunately, not everyone is going to be so
lucky.
I think it was in the middle of configuring bluez when the server stops.
It's interesting that dpkg process remains in a stopped state when X
goes away.

Fix/Workaround in Linux Mint 17.3 MATE (confirmed partially)
a) Add above Windows Rules settings local -- the plugin must be enabled to take
affect:
$ dconf write /org/compiz/profiles/mint/plugins/winrules/size-matches
"['class=MintMenu.py', 'class=MateMenu.py']"
$ dconf write /org/compiz/profil
CCSM matching workaround didn't work for me. Lothar and Sam, can you
share your own_window config settings?
