As the original bug reporter, I can confirm this bug is now solved *to me* with Ubuntu 12.04 (unity version 5.14.0-0ubuntu1). When idle, compiz consumes 1% of CPU time and when moving windows and doing other things related to windows management, it consumes about 5%. Daniel said in comment #197
